How much has the basic pay of government employees changed over the last 80 years?

The salaries of central government employees have seen remarkable changes in the past 80 years. The current minimum basic pay starts at Rs 18,000, a significant increase from the initial Rs 55 per month. Over the years, various pay commissions have adjusted the pay structure for government employees, resulting in a consistent rise in the minimum basic pay.

Employees are now looking forward to the 8th Pay Commission. However, the Commission has yet to finalize a minimum basic pay figure. As a result, discussions about a basic pay of Rs 30,000 or more are currently speculative and based on estimated fitment factors.

First Pay Commission (1946-47): Minimum basic pay Rs 55 and maximum Rs 2,000; effective 1946-47.

Second Pay Commission (1957-59): Minimum basic pay Rs 80 and maximum Rs 3,000; effective 1959.

Third Pay Commission (1972–73): Minimum basic pay Rs 196 and maximum Rs 3,500; effective year 1973.

Fourth Pay Commission (1983–86): Minimum basic pay Rs 750 and maximum Rs 8,000; effective 1986.

Fifth Pay Commission (1994–97): Minimum basic pay Rs 2,550 and maximum Rs 26,000; effective year 1997.

Sixth Pay Commission (2006-08): Minimum basic pay Rs 7,000 and maximum Rs 80,000; effective 2006.

7th Pay Commission (2014-16): Minimum basic pay Rs 18,000 and maximum Rs 2.25 lakh, while for Cabinet Secretary it is Rs 2.50 lakh; effective from 1 January 2016.

 

When will the 8th Pay Commission be implemented?

 

The 8th Central Pay Commission will come into effect in principle from January 1, 2026, however, the actual implementation and payment date will depend on when the 8th Pay Commission submits its report and the subsequent approval of the Union Cabinet.

 

Currently, the minimum basic pay under the 7th Pay Commission is Rs 18,000. If the fitment factor in the 8th Pay Commission is set above the current level, the minimum basic pay could rise above Rs 30,000.

 

Some approximate calculations suggest that the basic pay would be approximately Rs 34,560 at a fitment factor of 1.92, and approximately Rs 41,040 at a fitment factor of 2.28. At a fitment factor of 2.57, this would be approximately Rs 46,260, and at a fitment factor of 2.86, this would be approximately Rs 51,480. However, these are only calculations, not salaries determined by the government or the 8th Pay Commission.
