Antyodaya Anna Yojana: The Central Government is considering making major changes in the rules of food grains available under ‘Antyodaya Anna Yojana (AAY)’. The National Food Security (Amendment) Bill, 2026 has been drafted to amend the National Food Security Act, 2013. On this, the Food Ministry has sought suggestions from the public till July 13, 2026. The government has proposed that now Antyodaya families should be given 7 kg food grains per person per month instead of the fixed 35 kg ration per family. However, the maximum limit of ration given to any family will be 35 kg per month only.

In this regard, the Department of Food and Public Distribution has prepared a proposal to amend the National Food Security Act (NFSA), 2013. The Food Ministry has released the draft of the National Food Security (Amendment) Bill, 2026 and has sought suggestions and objections from the public till July 13, 2026. If this amendment is implemented, the system of ration distribution in Antyodaya Yojana will change from family based model to individual based model.

What is the current arrangement?

At present. Families covered under Antyodaya Anna Yojana (irrespective of the number of family members) are given 35 kg of food grains every month. On the other hand, beneficiaries in the Priority Households category get 5 kg of food grains per person. Due to this system, many times large Antyodaya families get less food grains on per capita basis. Whereas priority families get relatively more benefits.

What will happen in the proposed system?

7 kg ration per person: Under the new proposal, there is a provision to give 7 kg ration per person per month to AAY families. The maximum limit (Cap) in this is up to 35 kg. Ration has been fixed per person. But the maximum limit of total ration for any family will be 35 kg per month only.

Understand in easy language

A 1-member family will get 7 kg of grains.

A 2-member family will get 14 kg of grains.

A 3-member family will get 21 kg of grains.

A family of 4 will get 28 kg of grains.

Families with 5 members or more will get a maximum of 35 kg of food grains.

That is, the existing limit of 35 kg will remain intact for families with five or more members. But the ration will be calculated on per person basis.

Why did the government cite the need for change?

The Food Ministry states that the current system does not take family size into account, leading to inequality among beneficiaries. Providing the same amount of ration to both small and large families reduces the per-member share for larger families. The government believes that a per-capita-based system would be more equitable and would also ensure better access to food grain benefits to those in need.

Initiative to Strengthen Food Security

The government has described this proposal as part of a comprehensive strategy to strengthen food and nutrition security. According to the ministry, the objective is to ensure adequate and quality food is accessible to everyone under the “Human Life Cycle Approach.”

Currently, grains are available free of cost

Currently, under the National Food Security Act, rice and wheat are provided free of cost to beneficiaries in both Antyodaya and priority categories.
