Recently, the state government has announced a 20% hike in DA and DR for government employees and pensioners from October 1, ahead of the Durga Puja festivals, besides the formation of the Seventh Pay Commission.
Central government employees are waiting for the increase in Dearness Allowance (DA) and Dearness Relief (DR) for the half year of July to December. Amidst this wait, in the last few days, the West Bengal government has made two big announcements for its employees. Recently the state government has announced a 20% increase in DA and DR for government employees and pensioners from October 1, before the festivals of Durga Puja. After this increase, DA will now be 38%. Apart from this, the Seventh Pay Commission has also been constituted. Let us know the details of both these decisions.
Notification issued
According to a notification issued by the state’s Finance Department, current employees will receive 38% DA on their revised basic pay under the Sixth Pay Commission, while the pension of eligible retired employees will also be calculated at the revised rate. It should be noted that the Seventh Pay Commission is yet to be implemented in West Bengal. Chief Minister Suvendu Adhikari had stated that it would be implemented in the current financial year.
Who will benefit from the DA increase?
This decision by the Suvendu Adhikari government will directly benefit state government employees, state government pensioners and family pensioners, employees of statutory bodies, and employees of government undertakings. Additionally, employees of panchayats, municipalities, municipal corporations, and other local bodies will also benefit. Teaching and non-teaching staff of government-aided educational institutions will also benefit from this increase.
According to the notification issued by the government, the employees who are still taking salary under the 5th Pay Commission will get DA at the rate of 223% instead of the existing 171% from October 1. Additionally, pensioners and family pensioners whose pension has not yet been revised under the ‘Revision of Pay and Allowances’ (ROPA) 2009 rules will also get DR at the rate of 223% till the revised pension comes into force.
What did the Chief Minister say?
Addressing an event at Bhawani Bhavan, the headquarters of the West Bengal Police in Kolkata on July 28, the Chief Minister reiterated the state’s commitment to reducing the DA gap between its employees and central government employees. Referring to his government’s budget announcement, he said that the 20% DA increase would be implemented from October. He said, “There is a 42% DA gap between the central and state governments. We cannot eliminate that gap overnight; it will take time.” He further stated that the government is committed to implementing the recommendations of the 7th Pay Commission in the state.
Let us tell you that West Bengal has officially constituted its 7th Pay Commission. As per the terms of reference (ToR) of the commission, it will review the allowances, salaries and service conditions of state government employees and pensioners.
