Home Loan Alert: The Reserve Bank of India (RBI) has proposed changes in the rules related to loan giving and risk for rural cooperative banks. This will curb fraud as well as provide relief in home loans.

RBI Rules for Co-operative Banks: As soon as we think of taking a loan, the first names that come to our mind are SBI, HDFC Bank or ICICI Bank. But in remote rural areas of the country, the network of Rural Cooperative Banks (RCBs) is quietly working to finance homes, farms and small businesses.

Now, the Reserve Bank of India (RBI) wants to give more flexibility to these banks, and also wants to tighten their risk management approach. RBI has issued draft instructions, which propose major changes in the 2025 rules related to concentration risk management and credit facilities for rural cooperative banks. Before being finalized, public opinion has been sought on these proposals till August 28.

What is RBI’s objective?

The primary objective of the Reserve Bank’s regulatory changes is to strengthen the financial stability of rural cooperative banks (RCBs) and provide them with greater operational flexibility to respond to the changing needs of borrowers in rural areas. The RBI has proposed that loans to a single counterparty cannot exceed 20% of a bank’s Tier-1 capital, and to a group a maximum of 25%. This is being done to prevent banks from lending excessively to one or two corporate entities.

Expanding Home Loan Scope

Regarding the growing demand for permanent houses and renovations in rural areas, the RBI has also increased home loan limits. Now, rural banks with deposits exceeding ₹10,000 crore will be able to approve home loans up to ₹3 crore. Furthermore, the RBI has empowered banks with deposits exceeding ₹10,000 crore to decide the home loan tenure and moratorium to their boards.

Removal of Sector-Specific Limits

Another important proposal by the RBI is to remove sector-specific exposure limits for most sectors, while retaining them for the real estate sector. This will give rural banks the freedom to disburse more loans to agriculture, MSMEs, or local businesses based on local demand.

What will borrowers benefit from?

The draft proposals will not immediately change loan rules. Negotiations are still ongoing. However, if implemented, they could make it easier for rural cooperative banks to offer larger housing loans and offer more customized loan repayment methods, especially for larger cooperative banks. For borrowers relying on cooperative banks in rural and semi-urban areas, these changes could make it easier to access housing finance and offer more convenient loan options in the future.
